WITH A TIMELY amazing, week after week, comes a scandal that occupies our attention completely and rile our spirits alike: Lady PROFECO, Nava, Granier suits, the Treasurer's Ferrari Granier, LadydelSenado, the attack on the brothers Monreal, teachers kidnappers, the arbitrary election of any sign, it seems that everything is a theater armed, none, but none of the authorities have done something about it. 

Unfortunately, some media play without knowing accomplices and busy, not in the news, but in sales, impacts and ratings. 

In one of the proposed anti-corruption campaign President Peña Nieto committed to creating the National Anti-Corruption Commission. It will be a commission said "autonomous", that from citizen complaints, investigate any irregularities in any level of government. There will be no exceptions for anyone .... Lied 

In the state of Quintana Roo some media have consistently denounced the misdeeds that from the beginning of the administration has made the governor Roberto Borge Angulo and their offspring ....... Who will dare to really investigate? 

Again in the public eye is the governor Roberto Borge, according to a note posted on Noticaribe, the state governor opened in Chetumal, the state capital, the Fiesta Inn, with an investment of 120 million pesos, built the Intra Consortium , of his friend, the Veracruz Francisco Ruiz Anitúa, the same as a year ago was involved in the scandal of public works concessions given to how the first part of the administration of President Quintana Roo. The hotel opened will be operated by Grupo Posadas. 

In May 2012, revealed that Francisco Ruiz Noticaribe Anitúa, friend of Roberto Borge, the company was behind Rumega Developer Group S. A. C. V. (GD Rumega), the company that in just seven months of the administration of Governor of Quintana Roo, was benefited from the Ministry of Infrastructure and Transport (Sintra) with at least 10 tender way, ie giving them information so advance, eliminating competitors and facilitating the process to win contests. 

In the company, Francisco Ruiz Anitúa addition, other characters were identified as part of a "compact group" Friends of the Governor Roberto Borge, among those found Edgar Méndez Montoya, state president political operator since the days of his campaign and Andrez Maiz, a businessman from Monterrey, and Javier Ruiz Anitúa, brother of Francis, who also lives in Veracruz, and that along with this is part of the Consortium INTRA. 

A year ago, Noticaribe showed that in the charter of GD Rumega, members of this company are Cristobal Gaudiano Rovirosa Gilberto Ramos and Raul Espinosa, but only prestanombres. The first is an employee of Edgar Méndez and the second is employed by Francisco Ruiz Corsorcio Anitúa in Intra. True partners are the above. 

Noticaribe also showed that from October 2011, GD Rumega, despite being a young company, with no experience or background, and equipment to develop the project itself because it was a letterhead, won the tender for the construction of Hospital in Nicolas Bravo, enlargement of the Courts in Playa del Carmen, the town of Puerto Morelos improvement, equipment of 5 beaches in Cancún, a kindergarten and a primary in Mahahual (although the latter work was canceled), expanding the Cecyte IV Cancun, Parador Resort Puerto Morelos and modernization of the road on the stretch of New Becar. 

In addition, just last April 2012, GD Rumega won two tenders to build the first two Foundation Cipis "WINGS" by Shakira in Cancun and Chetumal. 

In all these cases, the company received from Sintra officials advance information base budgets to tender projects to facilitate deliver a winning proposal, according to internal emails Rumega GD, which is proof that this company also enroll in projects where you know you will not win just to meet a formalism for image issue. 

However, in projects previously assigned, go with everything and take care of the details of its proposed project to deliver on time and with all requirements, armed previously based on the information supplied to them Sintra officials several weeks or months in advance. 

The assurance that they will win by political agreements allows GD Rumega, in parallel, initiate a request for quotations for the projects that will be executed with other companies in order to outsource the work to them once assigned, because they do not have the technical capacity and the machinery to implement projects itself. 

GD Rumega is only one company letterhead, created a month after the inauguration of Roberto Borge, the sole purpose of benefiting from public works projects thanks to its links with the governor in what is a clear case of corruption and influence peddling. 

As part of the evidence in this case, Noticaribe presented dozens of emails between partners Rumega GD, Sintra officials and some outside contractors who subcontracted the work Rumega once out winner, and that as a company did not have the technical capacity and operational to build.
