IN QUINTANA ROO authorities do not provide the necessary guarantees for journalists to do their job safely, are attacked, persecuted and harassed, was widespread manifestation of the guild that attended Workshop Failsafe for Journalists, which was conducted in the municipality of Benito Juárez, 13 and 14 of this December.
The event organized by The House of Journalists' Rights in conjunction with Freedom House's main objective was to give talks in relation to the defense and promotion of the rights of journalists, stressed the importance of training and dissemination of collateral
of this association, since prevention work is a transcendental element to generate an environment that favors the fundamental rights and human dignity flying.
The venue of the meeting was at the University of the Caribbean, where the representative of the state guild Machuca Graciela Martínez, urged attendees to constantly trained to inform and contextualize their information, and to be responsible and not betray the trust of society ... .. DECLARATION OF JOURNALISTS GATHERED IN CANCUN "FOR PROFESSIONAL JOURNALISM AND FREE"
December 14, 2013.
We are women and men journalists, communicators and students studying Science Communication, we turned to the first training workshop organized by colleagues of the organization and supported by the University of the Caribbean, the Government of the analysis, the judiciary, the State Congress, the House of the Rights of Journalists, Freedom House and others.
During the 13th and 14th of this month and year of the exercise we examine the vulnerabilities of the press and journalists in particular, the legal framework, causes and types of attacks that continue, and the various measures so that the information of interest public has sufficient guarantees for the benefit of the population. At the end we agreed on the following:
STATEMENT
Aware of the interest of the State Governor Roberto Borge Angulo, to ensure freedom of expression, as well as members of the State Congress to legislate on the practice of journalism in order that participate in the process, we recognize as highly positive this will policy.
Against this, affirm that being a journalist entails higher social responsibilities. That establishes the obligation to work each day, meeting ethical standards, continuously updated and reject bad professional practices that affect the free flow of information, the public interest and the right to personal honor.
We affirm that to achieve a stage of greater professionalism in journalism, the collaboration of all stakeholders in the full exercise of the right to information and freedom of the press is needed. First, the government's recognition that our activity is required in the public interest and, therefore, must be protected, promoted and supervised a legal framework that punishes aggression, recognize and protect the rights of the media functions and also public policies that encourage the continued implementation and extend social protection to vulnerable peers.
It IS WHY CALL:
Congress state:
- The practice of journalism is recognized in the Professions Act, and is up to a constitutional level in the State, being an activity of public and social interest. - The draft Law for the Protection of Human Rights Defenders Persons and Journalists of Quintana Roo which is under the legal department in the local legislature, within which full protection is included to exercise discuss and approve journalism and establishing the obligation and the right of colleagues to continuous training in higher education. - That a fund for training and retraining of journalists and it is intended for a percentage of the total public expenditure exerted on advertising. - That in case of a trust is created: the death of a journalist, temporary or permanent disability and demise, so that the family not be unprotected.
A Federal, State and Municipal Governments:
- To define communication policies without exclusion or discrimination and attention to alternatives range of information and citizen. - That there is no discretion in the recruitment advertising space on all three levels of government. The executive and legislative power to initiate a process of creating law regulating advertising spending based on equity and transparency. - That the Attorney General in the state continue inquiries into assaults, murders and disappearances if the entity. - That during the course of our journalism, the State ensures access to meetings and other events that are of interest to society.
- They are more flexible and streamline access to information.
- To be guaranteed access to social protection programs.
- The State Government will safeguard the labor rights of workers in the media, lawyers representing them.
A fellow journalists:
- To promote unity among the journalistic profession and pursue personal and collective professionalism. - To create a network to Protect Journalists in order to meet and react unitedly before any kind of grievances (insults, obstructions, beats, legal harassment, threats and even murder) that aim to prevent or diminish the constitutional right to inform and
keep the public informed and close ranks to reduce vulnerability to suffer as journalists and media.
- Hire a group life insurance for communicators.
