DAN UNEVEN GROUND IN QUINTANA ROO
CONSTRUCTION OF FOUNDATION OF SHAKIRA
The municipality of the city, headed by Paul Michell
PRI Carrillo, the state government gave a plot of 12 000 182 square meters to
crystallize a project signed by Governor Roberto Borge with Colombian singer
Shakira.
With the votes against the rulers of the PRD, PT and
Brown, the council dominated by PRI and green approved the donation of property
located in the gated Villas Otoch Paradise where they want to build a
Comprehensive Early Childhood Center (CIPI) funded Shakira's Alas Foundation.
However, the PRD councilor Nadia Carcano Santillan
said that the assignment was completed when the CIPI was already roughed in.
"Almost ask forgiveness instead of asking permission," he said.
According to the municipal official, the land does not
belong to the council, is part of the area of equipment fractionation.
The property is located at 259 superblock, block 70,
lot 1 fractionation Otoch Paradise Villas, a development of affordable housing
lacking in parks and sports fields.
By law, he said the councilor, builders "are
required to donate equipment areas when developing a housing subdivision."
The land in question, reported, "is part of the
donation areas builder for common areas of the subdivision, in this case Otoch
Villas Paradise."
However, the council decided to donate the area to the
government headed by PRI Borge Angulo.
Just last February, said Nadia Santillan, the property
was handed over by the builder as fractionation equipment area.
In other words, the council donated a piece of land
that is actually for the inhabitants of the popular subdivision.
An irregularity is more than an appraisal of the land
ceded to the state government, although municipal regulations necessary to
specify the value of the donated area was performed.
"On the basis of the agreement itself establishes
the council is that you can donate, must be appraised, but did not include
it," he said.
In addition, the Act requires that municipalities
where municipal land donation is made, it must make a public consultation.
"Nor was public consultation," said Santillan.
Councillor Nadia Santillan said that is not against
the project, "but we must act legally and give legal certainty to the
project," he said.
The agreement between the state government and the
Alas Foundation believes that within five years there will be constructed and
equipped in the state at least a dozen care center for children under six.
For this, the state DIF "provide the funds for
the construction, commissioning and maintenance of CIPI, including batch search
for buildings, and coordination with other agencies to get a diagnosis on the
state of early childhood Quintana Roo ".
In turn, the Wings
Foundation "will hold a work of communication, advocacy and fundraising to
ensure the development, implementation and success of the project."
