The Organization of the United Nations Educational, Scientific and Cultural Organization (UNESCO), rejected the proposal to declare the Banco  Chinchorro Reserve as cultural and natural heritage of mankind, in return, asked to form a joint project with the Reserve Sian Ka'an to join as one and be appointed only "natural heritage". The process could take up to three years to complete, said the director of Chinchorro, Maria Del Carmen Garcia Rivas.

In late August 2011, a UNESCO mission headed by General Director of Institutional Development and Promotion of the National Commission of Natural Protected Areas (CONANP), Mariana Bellot Rojas, conducted a review in the Biosphere Reserve Banco Chinchorro to consider joining the list of World Heritage in Mixed mode (cultural and natural).

Although the same Conanp and the Ministry of Environment and Natural Resources (SEMARNAT), had recognized the Chinchorro natural wealth also is in good condition and is considerably the importance of place as a barrier reef, as well have cultural significance for the stranded shipwrecks from the sixteenth and nineteenth centuries, the project was not approved in its entirety.

The director, Maria del Carmen Garcia Rivas, said that "unfortunately sent the report (Unesco) and the result was to be entered next to Sian Ka'an (which is a World Natural Heritage) with the cayes of Belize, and unfortunately did not see it as a mixed heritage and cultural joined environmental and integrated although not think that one plus one is two, you can combine what is different, "he said.

Nevertheless, he said, are motivated because the result was positive anyway. Considered to Mexico should not go against the determination of UNESCO.

"We do not want to go against the views of experts and good recommended us enter it together with Sian Ka'an" he said.

As compared to the implications of what was projected in the first instance, Garcia Rivas said it would be a less for the country, and they must work together to Sian Ka'an, a site which is only considered heritage land and sea level.

"In the end, one does not always win, but the experience that strengthens us know at first whether it was a hit, but every day we recognize other associations," he said, adding that about two to three years lead the process to determine Banco Chinchorro Reserve, Sian Ka'an World Heritage Site, which would attract more financial resources for the conservation of the site.
